			<content:encoded><![CDATA[<p>A Workplace Agreement (Australian AWA) is an individual written agreement of terms and conditions of employment between an employer and employee and or employees. Except for Occupational Health and safety, Workers&#8217; Compensation or training arrangements an Workplace Agreement can override employment conditions in state or territory laws, but an Australian Workplace Agreement must meet the Australian Fair Pay and Conditions Standard.</p>
<p>Australian Workplace Agreements which fail the test may still be registered if it is in the public interest to do so. A workplace may be covered by an existing enterprise agreement specifying conditions above the award, which may mean that the Workplace Agreement is a reduction in standard workplace conditions.</p>
<p>On March 27th 2006 new arrangements for a workplace agreements came into effect which meant that different work place agreement procedures had to followed.</p>
<p>When the Liberal Federal Government, lead by John Howard announced the new reforms dealing with new Workplace Agreements and work conditions, Unions slammed the introduction of a system, claiming that thousands of unskilled and skilled workers Australia wide would be sacked on the spot, with no penalties and rights, once available through the old Industrial tribunal system.</p>
<p>Conversations in workplace lunchrooms following the Federal Governments decision to introduce the new WorkPlace Agreement in 2006 lead to fears of mass sacking&#8217;s, loss of wages and terms and conditions of employment that most workers were not happy to comply with. These fears were realised in late March, when workers at a regional meat works were sacked on the spot and replaced by imported, cheaper labour until the retrenched workers agreed to a new and much less favorable Workplace Agreement.</p>
<p>A company in South Australia immediately sacked without notice 2 skilled workers with many years experience, giving no reason for their retrenchment, except for claiming that these employees were no longer required. <span id="more-623"></span></p>
<p>It is early days in for the new Australian Industrial Workplace system, but signs of worker unrest and confusion are popping up in nearly every workplace.</p>
<p>The workers most effected by the new system are unskilled and semi-skilled labour. Employees that can be are now replaced more regularly each time a company is restructured or streamlined. Wages, work conditions, except Occupational Health &amp; Safety can now be negotiated between employees and the employer. But Union officials say that this system is bound to lead to bullying by some employers as they introduce an agreement of &#8220;either take what we offer of leave&#8221;.</p>
<p>Time will tell what will happen in the Australian workplace, but disturbing signs are already making the Federal and State Governments move quickly to amend and in some cases change many Workplace Policies.</p>

<p>First. The fixed and unvarying laws of nature which regulate matter<br />
and mind. Second. The agreement of those who use it.</p>
<p>In accordance with these principles all language must be explained. It<br />
is not only needless but impossible for us to deviate from them. They<br />
remain the same in all ages and in all countries. It should be the<br />
object of the grammarian, and of all who employ language in the<br />
expression of ideas, to become intimately acquainted with their use.</p>
<p>It is the business of grammar to explain, not only verbal language, but<br />
also the sublime principles upon which all written or spoken language<br />
depends. It forms an important part of physical and mental science,<br />
which, correctly explained, is abundantly simple and extensively useful<br />
in its application to the affairs of human life and the promotion of<br />
human enjoyment.</p>
<p>It will not be contended that we are assuming a position beyond the<br />
capacities of learners, that the course here adopted is too philosophic.<br />
Such is not the fact. Children are philosophers by nature. All their<br />
ideas are derived from things as presented to their observations. No<br />
mother learns her child to lisp the name of a thing which has no being,<br />
but she chooses objects with which it is most familiar, and which are<br />
most constantly before it; such as father, mother, brother, sister.</p>
<p>She constantly points to the object named, that a distinct impression<br />
may be made upon its mind, and the thing signified, the idea of the<br />
thing, and the name which represents it, are all inseparably associated<br />
together. If the father is absent, the child may think of him from the<br />
idea or impression which his person and affection has produced in the<br />
mind. If the mother pronounces his name with which it has become<br />
familiar, the child will start, look about for the object, or thing<br />
signified by the name, father, and not being able to discover him,<br />
will settle down contented with the idea of him deeply impressed on<br />
the mind, and as distinctly understood as if the father was present in<br />
person. So with every thing else.</p>
<p>Again, after the child has become familiar with the name of the being<br />
called father; the name, idea and object itself being intimately<br />
associated the mother will next begin to teach it another lesson;<br />
following most undeviatingly the course which nature and true philosophy<br />
mark out. The father comes and goes, is present or absent. She says on<br />
his return, father come, and the little one looks round to see the<br />
thing signified by the word father, the idea of which is distinctly<br />
impressed on the mind, and which it now sees present before it. But this<br />
loved object has not always been here. It had looked round and called<br />
for the father. But the mother had told it he was gone. Father gone,<br />
father come, is her language, and here the child begins to learn ideas<br />
of actions. Of this it had, at first, no notion whatever, and never<br />
thought of the father except when his person was present before it, for<br />
no impressions had been distinctly made upon the mind which could be<br />
called up by a sound of which it could have no conceptions whatever. Now<br />
that it has advanced so far, the idea of the father is retained, even<br />
tho he is himself absent, and the child begins to associate the notion<br />
of coming and going with his presence or absence. Following out this<br />
course the mind becomes acquainted with things and actions, or the<br />
changes which things undergo.<br />

Next, the mother begins to learn her offspring the distinction and<br />
qualities of things. When the little sister comes to it in innocent<br />
playfulness the mother says, &#8220;good sister,&#8221; and with the descriptive<br />
word good it soon begins to associate the quality expressed by the<br />
affectionate regard, of its sister. But when that sister strikes the<br />
child, or pesters it in any way, the mother says &#8220;naughty sister,&#8221;<br />
&#8220;bad sister.&#8221; It soon comprehends the descriptive words, good and<br />
bad, and along with them carries the association of ideas which such<br />
conduct produces. In the same way it learns to distinguish the<br />
difference between great and small, cold and hot, hard and soft.</p>
<p>In this manner the child becomes acquainted with the use of language. It<br />
first becomes acquainted with things, the idea of which is left upon the<br />
mind, or, more properly, the impression of which, left on the mind,<br />
constitutes the idea; and a vocabulary of words are learned, which<br />
represent these ideas, from which it may select those best calculated<br />
to express its meaning whenever a conversation is had with another.</p>

<p>In 2000, the Boston schools partnered with the Massachusetts General Hospital to conduct a study on the impact of the federal School Breakfast Program in 16 of their elementary schools. Researchers found that a simple breakfast of milk, juice and cereal provides a fourth of the Recommended Daily Allowance (RDA) of key nutrients needed by growing children. Breakfast reduces hunger in the classroom and improves the overall nutrition of the students. They found that student behavior and grades improved, especially in mathematics. Students were able to spend more time on tasks and were more creative. Attendance improved. Students demonstrated better concentration facilities and improved emotional functioning. Trips to the nurses office were drastically reduced.</p>
<p>Breakfast is by far the least expensive program for improving academic achievement, yet less than half the children eligible for the free or reduced price meals participate nationwide. One major obstacle is perception  breakfast programs are viewed as programs for the poor kids, a label many students wish to avoid. The other major obstacle is timing. Most schools across the country serve breakfast before the start of school  children who arrive late due to tight morning schedules or on buses that are late, miss breakfast.</p>
<p>Many of the Boston schools have implemented innovative strategies to overcome the obstacles of perception and timing:</p>

 Involving the children makes the program more successful. Children rotating being in charge of food delivery to the classroom, after-breakfast trash removal, and returning leftovers to the cafeteria instills pride and responsibility. They become part of the program, not just participants.<br />

The Boston schools have been recognized for their efforts in the School Breakfast Program. Project Bread, the states leading anti-hunger organization and Boston schools partner in the School Breakfast Program, awards Boston schools that have achieved an 80 percent or greater student participation  the point at which the breakfast program pays for itself with federal dollars.</p>

			<content:encoded><![CDATA[<p>Theoretical cosmologists spend much of their time perfecting what is now known as the &#8216;Big Bang&#8217; theory. This concept originates from ideas percolating in the minds of scientists, theologians and astronomers down through the ages. However, much of what they consider as proof for the &#8216;Big Bang&#8217; is dependent upon uncontrolled experimentation that is molded to meet their expectations.</p>
<p>Then God said, &#8220;Let there be light,&#8221; and there was light. This ancient description of the creation of the universe found in the Book of Genesis may be accurate after all. The big bang theory describes the beginning of the universe as having been precipitated from an infinitesimally small point. In this small volume, all matter and energy was concentrated until its contents exploded in either a smooth expansion or an incredibly violent energetic explosion that formed the planets, stars and galaxies. Originally this theory had competition from what is called the &#8216;steady state&#8217; theory whereby the universe is forever expanding and new matter and energy is created spontaneously within the space left by the receding galaxies. However, empirical observations have directed astronomers and scientists into the acceptance of the big bang model. But how did we get to this point in our understanding?</p>
<p>In the early part of the twentieth century the American astronomer Vesto Slipher and the German Carl Wirtz made some important astronomical discoveries. Using spectral analysis, Slipher deciphered the mixtures of gases contained in planetary atmospheres as well as nebulae. What distinguishes his findings is the discovery that most if not all galaxies outside of our own demonstrate what is called a &#8216;Red Shift.&#8217; This shift is simply a change in the wavelength of the light emitted by those objects under investigation towards a longer wavelength. Wirtz similarly catalogued many red shifts of the nebulae which he chose to study. But it was still to early for them to realize the full potential meaning of their observations. That would wait until Einstein&#8217;s General Relativity would be interpreted by other scientists through further mathematical analysis.</p>
<p>His contemporaries demonstrated to Einstein that his new Theory of General Relativity published in 1916 was not compatible with a &#8216;static&#8217; universe of space time. The theory predicted an expanding or collapsing universe but not a fixed cosmos. Because he personally believed the universe to be an invariable space time continuum, Einstein engaged in a degree of scientific legerdemain. To correct what he perceived to be as &#8216;flaws&#8217; in his theory he added the contrivance of a cosmological constant known as lambda to force the static universe into reality. Einstein&#8217;s view of perfection in an unchanging space time continuum had led him down a blind alley as much as Aristotle&#8217;s concept of perfection had brought that great philosopher into the error of believing in a static Earth at the center of the universe.</p>
<p>But even with the addition of the cosmological constant lambda, the universe was still found to be unstable and this whole affair would later be viewed by Einstein as his &#8220;greatest blunder.&#8221; His cosmological acrobatics behind him, Einstein yielded the stage to others for a clearer understanding of his own theory. It fell to Alexander Alexandrovich Friedmann to consider the consequences of General Relativity without the constant lambda interfering with his study of these relationships. In doing so, the Russian mathematician and cosmologist derived the solution which predicts an ever expanding cosmological structure (1922), a prediction which was disagreeable with Einstein&#8217;s concept of universal perfection. A couple of years later, Friedmann published his findings in &#8220;About the Possibility of a World with Constant Negative Curvature of Space.&#8221; But the entire hypothetical construct still lacked a complete verbalization mathematically and theoretically.</p>
<p>Enter the Reverend Father Georges Lemaitre, a Catholic priest from Belgium. Rev. Fr. Lemaitre provided the equations necessary to formulate the basis of Big Bang theory in his work entitled &#8220;Hypothesis of the Primeval Atom.&#8221; He postulated that the universe began as a primordial atom of infinitesimal volume and enormous mass energy as well as space and time and everything else comprising the future universe. At some point the universe began with the explosion of this super atom. Lemaitre published his theoretical ideas between the years 1927 and 1933 and speculated that the movement of the nebulae demonstrated the validity of the explosion of his cosmic super atom. Unfortunately, he also wrongly believed that cosmic rays might be an after effect of the super atom&#8217;s big bang. These are now known to be generated not from a universal conflagration but from galactic sources unrelated to the big bang.</p>
<p>However, the new theory still lacked a major source of observational support. This would be provided by Edwin Hubble&#8217;s observations of the redshift of galaxies. Taking up where Slipher and Wirtz left off, Hubble employed a novel technique to discern the properties of the galactic movements. By choosing to observe stars that are known as Cepheid Variables he could more accurately make measurements. Cepheids are a type of star that brighten and darken and lighten back up in regular periods of time that are well known. Cepheids that have identical cycle times of brightening darkening and brightening again also have identical or nearly identical luminosity. Thus, if one compares the length of the cycle to the amount of light apparent to the observer it is possible to accurately prepare an estimate of the distance to the cepheid.<span id="more-600"></span></p>
<p>In this manner, Hubble had found that the nebulae or galaxies exhibited a galactic red shift; in other words, that galaxies were receding away from ours at a speed which is correlated directly with the distance between our vantage point and the galaxy being studied. The further away the galaxies were the faster they appeared to be going in moving away from us. The results of these investigations is now known as Hubble&#8217;s Law. Essentially, this law states that universe is in an ever expanding mode whereby the intergalactic distances continue to grow without bound into infinity. Hubble&#8217;s Law depends upon the shifting of the wavelength of light and after having been delineated in 1929 has been subsequently proven over and over again. Further, Hubble&#8217;s constant has been recalculated to a more &#8216;perfect&#8217; value and retains a great probability of being &#8216;recomputed&#8217; in the future based upon new observations.</p>
<p>Thus, it should be clear to the reader that our scientists have a fateful habit of introducing their preconceived notions of beauty into their models. From Aristotle&#8217;s static Earth to Einstein&#8217;s greatest blunder, the constant which forces a static universe, we proceed only from the wisdom of our weak minds. The more things change the more things stay the same. Man&#8217;s hubris knows no limits in our attempts to understand things without the wisdom to comprehend its underlying meaning. Humble we are not. We are making the same mistakes we always have. Back to the future. To be continued&#8230;</p>
